The frame does not look like any of the Stuart V frames I have seen, but the flywheel could be from one of the larger Stuarts, or it could be from elsewhere.
Some folks do make their own flywheels in iron castings, but it is rare.

I prefer custom made fasteners to give the period look, but everyone has their preference.
