Hello Junkologist, I can understand your frustration with issues with a brand new engine. I don't know what you plan to do with it, but my first thoughts are a valve stuck slightly open with the no compression issue, (so soon) it may need disassemble and a careful cleaning.
  The sloppy rocker arm could also likely be repaired, but would need to see where the clearance issue is at.

The compression is leaking past the piston. If I put oil in the cylinder, the compression comes up for a few strokes until the oil gets pushed past the piston.

As for the rocker arm, I haven’t measured anything yet, but it appears that the pin is just undersized and makes for a very sloppy fit. There is just too much lost motion in the rocker arm for the detent finger to engage it consistently.

I don't know, but wonder if these are using an o-ring for piston seal like Jin's hit and miss M90 series.
   It's possible the o-ring was cut on a sharp edge at assembly,something to consider....
