i do that on my stationary engines but the loco has sealed cylinders.

Which is to say that they are double acting oscillators and not the simple single acting oscillators?

If that is the case then all you can do is oil between the port faces, as already suggested, trying to suck a bit of that oil into the cylinder by rotating the wheels as the oil flows past the port.
