Was my very first thought.  But Im not sure anymore.  I wish I had catalogues of these.  This engine is very finely built   Anyone helping identify it fully let me know I can measure or photograph anything.  I was planning on contacting museums this week.  The craftsmanship on this is amazing.  Its one of my best engines.  It will not run on track its flanged but the wheels are all cocked and turned to do a clockwise circle.  It compresses for a whistle blow if i hand turn the wheels backwords so both oscilating cylinders work.
