Well, the guy with the nice spectacles was a very well-known figure on German TV by the name of Peter Lustig (which translates into "Peter Funny" - but that was his real name, not a stage name). He was the presenter of a very respectable educational TV program for children, called "Löwenzahn" (= Dandelion) where he successfully presented complex subjects (e.g. technical problems) broken down to a level easily understood by smaller children, but still treating both (the problems as well as the children) seriously. Those were the days when there were two of such programs, the other one is "Sendung mit der Maus"...
Thus it was a clever idea of Wilesco to have him presenting a commercial for their steam engines...
