Howdy Ron .... seems as though I've seen one like this somewhere, but will have to scratch my head, or various other anatomical parts to see if I can remember where, when and what.

If anything comes to me, I'll get back to you.

Nice looking functional governor, and with that cast arch base I'd have to assume it is a commercial unit.

 Would anyone have the possible idea as to the maker
of this Governor or possible age? Condition is unused.
