No, it is not a common problem, at least not over here.

I often look for used D8's to restore mine to original look.  I need the right side, nice flywheel, bearings, water tray and the platform it sits on.
Found new listing, but appears the paint on the platform is exactly what happened to mine.  See how it's all bubbled?
It's fine if you don't touch it, but it will rub right off.  Common problem?
