Pipe coming out of bottom of pump that is supported by black rubber band is open to the air between flywheel and chimney stack.

I have put 15# of air to it and it runs fine.
The problem is it is missing parts
That will allow boiler to hold pressure.
 
I'm guessing it originally had a separate water tank.
There is no pressure relief and an open line coming out of water pump that is not hooked up also no eccentric to power water pump. [attachimg=1]

Looks like a well built overtype engine.

I was at Lagrange steam engine show in Wellington Ohio this weekend and bought my first
Steam Engine Model.
I can't find any info on it and I also searched Google images with no luck.
Has anyone ever seen a engine like this.
It does work off air power. But I would like to make the missing parts so I can run it off steam.
Any info or pictures would really help. Thanks in advance.
