The drain pipe came first, it's cast into the concrete. Then the pole was added to protect the concrete.
You don't see stuff like this on TV's "Engineering Marvels". It gets edited. :D
either way, someone was an idiot for not immediately realizing the interference before setting it in concrete. I thought the second drain pipe might have been installed because of the lack of foresight, but more water was (trying) to come out of the blocked pipe.

I've installed many poles and pipes over the last 35 years in the construction business, and all I can say is, “Wow!” 😳
