Hi Don, To me it looks like it has a Stuart Victoria cylinder casting and the rest of it looks like it was cut out of bar and round stock by CNC or by a someone with a lot of skill and patience. I think even the flywheel spokes look CNC'd.

Conclusion... not terribly old, no brand/manufacturer, and a very nice looking steam engine built by a skilled machinist.
