Title: Repair Needed in USA

Does anyone know someone who can Quarter my wheels on an HO Loco.I do believe that is why new out of the box it never worked.Tononight on another forum i seen a video of the same working and thought i would love to have mine working.Obviously will to pay for the repairs.No parts needed.Just some general knowledge on Live Steam wheels.Adjustment    Live Steam Locomotive "Horizon" HO Train model.I have a video of it not working if needed. Thank you.
