The glass ring on a gauge like that typically twist, unscrew, jiggle, pry or otherwise fenagle to get it to come off; and then you can typically pry the indicator needle off the shaft and reset it. But perhaps the bigger question is why has the internal mechanism allowed it to get down past the peg?
If just for display purposes, then no big deal, but if there is any intention to actually use this gauge, then you might want to dig a little deeper to find out how it got where it is now?!?!
