Poor thing, but price seems fair though...

25$ for a nice safety valve, whistle and steam valve...and most likely a fully usable boiler and flywheel as well, would seem like a bargain to me.

Heck, i even think it would run as is, if the cylinder isn´t completely stuck. 
Would be proud to have it as is on my shelf here, as a proof of Jensen quality
