Different Kind of Heat Director

This engine showed up today and after running on air I decided to give a good cleaning.
I removed the boiler and house and cleaning, notice something I've never seen before.
I have seen low side vents that taper in word directing the heat towards the center of
the boiler but one like this. The burner has three wicks sticking up right under them.

Found it on the bay. It's just something I had to have and got it at half of what I thought it would cost.

Is the boiler steal...stainless steal ? the sight glass assembly looks interesting.
