is it ok to remove this?

can anyone tell me whats under this and is it ok to remove as its really tight?

I don't see any reason why not. That is where the faux steam dome sits, as you can tell by the ring worn in the paint around that bolt. On the other hand, is there any compelling reason as to why you need to remove that?

Ive been reading about different ways of getting oil into the cylinders and a mod to the part under the dome.This one seems to be different from the others described?

but thats going into the boiler is it not? No way you want oil in their. Only reason to remove that I can see is to replace it with a water top up goodall valve

On my small mamod loco that is removed to install a displacement oiler in the steam line. The steam pipe is then removed and cut to install the T fitting. Is that what you are doing here? If so, it is just threaded in. The ring is for the faux dome that sits on top

Slash, that is just a steam dome. You wouldn't want to add an oiler on that as it would only oil the boiler water. The oiler needs to be introduced on the steam line going to the cylinder or port block.
I will try to snap a pic of the one installed on my Mamod, if that will help

Ok. I don't know what model you have but mine is an early kit version oscillator. The oiler is from dreamsteam. The steam inlets on the port block are push fit, and the steam line goes through the bottom of the boiler as pictured and exits under the steam dome you. Intitially inquired about.
 I had to pull the side frames and smokebox to really get good access for the install. Remove steam line, cut for t-fitting, and install. The oiler is then routed between frame and buffer rest and attached to the smokebox.
