I have one of these and had every intention of using it on a boiler, got the same msg from Jin about pressure.  I spent about 30 minutes with it and from my experience with pumps on live steam locomotives and 1/4 scale traction engines I think (ie my opinion) the issue is with the check valves not seating well at all.  Basically that little pump should be able to pump at pressures to 40 lb.  I was going to replace all the balls and seats.   I had not tested the cylinder and piston but they looked tight.   Mine is on a shelf for now as several other projects are underway and will be finished before I futz around with the pump.   I need a real project for it.
