Strange locomotive

Found this picture on the internet.
A locomotive with oddly mounted crane.
Does anybody have any info on this engine?

The little loco must have a problem staying on the tracks. This is the solution to keep its timetable?

Neilson Crane engine. Two were supplied to the South Eastern Railway in UK, later Southern  The first  one entered service in 1881.

The photo date is between 1931 to 1949. Probably taken at Stewarts Lane, Battersea, London.
