What is this thing?

This is on an air line that supplied air for running model steam engines. What is it?

By the looks of it & the holes in the stem & the mushroom head , I'd say it was a safety valve of sorts.

I agree with Bruce, looks like there must be a spring in there and it blows off under pressure?

But for the holes it looks like an anti hammer device for water pipes.
