Travis, I'm not sure why you are asking about a sheath.
Are you referring to the outer casing on the heater?
If so, it is a non replaceable part of the heater.

New heater for the center is what you will need. Jensen should be able to sell you one.
The new one from Jensen will likely be 660 watts so it will build a head of steam a little faster.

Once warmed up, you should be able to unplug both outside heaters and the new single 660 in the center will do nicely by itself.

To begin, put penetrating oil on the outside (daily for 3 to 7 days) and let it soak for a while.
I once had to soak the threads for nearly a week. You do not want to bugger up the outside of the heater to the point you can't turn it.

Gil, the outer casing yes.  There’s a metal “layer” over the electrical heater itself, that slides in first, I assume, then a ceramic heater slides inside that?
