Oh, so route the power cord through the obvious places/holes, place the heater on the self, push shelf into firebox and secure it.  Then the ceramic insulation goes below the shelf and walls of firebox.  Is that about right?
You have the heat tray that is mounted just below the boiler , it supports a U shaped piece of heat (originally asbestos) material and a flat piece laying directly on top of the tray , and then another U shaped piece of heat proof mat'l  flipped open side down under the heat tray with a flat piece laying directly on top of the wood base...remember the old fireboxs were on wood bases and Jensen Mfg. Was trying to keep the heat removed as much as reasonably possible from the wood.
