This is probably one of my favourite small size steam engines i've seen and it does bear a striking similarity to a Stuart 10H, the main difference is the crosshead and base are all a single casting unlike the Stuart.
'The Westminster Engine' was made by Edward Bennis & Co of Bolton and it was most likely offered as motive power for the companies range of mechanical stokers as well as a general purpose workshop engine.

That engine sure looks to be the inspiration for the Stuart 10H... nice.

I'd love to have that sitting in the back of my shop ... but then where the heck would I find room for the boiler that it would need?
Guess I'd better stick with the Stuart 10H, although I don't actually have one ... yet. But meanwhile I do have a couple of Stuart 10Vs so I can live with that for now.
It is a great little engine and i'd also love to have one, however it is having the right steam source to run it!!
Another favourite small engine of mine is the Green's Economiser Engine that powered the scrapers.
Enjoyed seeing those images, certainly looks like Stuart were inspired by that engine to make the 10H.
