  I just looked at the instructions, step 9.
The illustration shows the eccentric and an
allen screw used as a set screw.  That set screw
appears to be aimed at the flat of the flywheel
shaft.  An inset drawing in the illustration for
step 12 shows the eccentric placement relative to
other parts placed on the flywheel shaft.  Any
problems there? 

  Also, is it possible the eccentric/arm/slide-valve
are not assembled correctly?  The longish flat notch
in the slide valve should face the cylinder.  If not...
