Arnold, that is most definitely a Wilhelm Bischoff, Dresden (this would also match the letters on the underside).

I own an East German "EPD" (Eb. Pässler, Dresden) engine, a photo will follow, with an identical engine, but I am convinced that they (after WWII) either used Bischoff engines, or parts or Bischoff tools.
