Thank you to Maxwell and Stoker for helping me identify this engine. I was able to buy it. Here are some pictures after I got the crappy gold paint off and was able to get it running. This little engine is amazing and runs like a top. It is very fast. I don’t know what I am going to do with it as I really like Stuart models. I thought you all would like to see how it turned out.

Aster is famous for their model steam locomotives. This engine looks like it was made for a model boat.

Yep, she's a beauty, and a really fine runner.
I believe Aster also built a 45mm gauge Shay locomotive, and the cylinder layout of your engine would be just about the same, though the base might be a bit different, or not. Clearly, yours is designed as a ships engine, but it may have a close locomotive relative?!?!
