I like the idea of a petrol electric loco John!

I guess if the electrics don't work you could always try making it manual transmission with chains/gears or even hydraulic. 

I forgot to mention we also have a portable 7 1/4" railway at APS which is used for open days and one of our volunteers made a very nice battery powered loco to run on it.
