I use hi temp brake caliper paint and never had a problem with it on copper.

Did you use any etch-primer or spray it right on the bare copper?

Straight onto bare copper, allowed to get dry enough to handle and then baked in the BBQ (lid down) for an hour or so at 100C, allowed to cool and baked again.
