Clackers Valves

Hi.I own a Accucraft Forney 2-4-4 With a clacker valve & @ Regners with clacker valves & Aregner fuel Bottle from the train Dept Here in the States.By the way is a GREAT Shop.Anyway when ever i fill Hot or Cold Boilers. They always leak when pumping.About a couple of capfuls is this normal.

What leaks, the clack valve? It really shouldn't. Where does it leak to?
