Was in need of a tiny "pulley-puller" a couple of years ago, and decided to try out one of these cheap Chinese models:

Much to my surprise, it actually works very well, and is much better quality than i´d initially expected.
Furthermore, special inserts for the "horseshoe" is very easily made, if one doesn´t want to alter the original on such an expensive tool
;)
Only downside i´ve found, is that the width of the "horseshoe" does restrict the size of wheel that can be pulled, but on the other hand the tool itself doesn´t demand much room in tight spaces.
LoL…..I have this one.....(somewhere) ,but a fellow can always use another one, especially a USA made one.
