19th century diagonally-mounted model steam engine

Was wondering if this model engine has any resemblance to a paddlewheel steamer engine? I can't think of any other reason it was inclined (mounted diagonally), although it obviously has a single flywheel rather than twin paddlewheels. Most of it is made from brass castings (nickel plated) and thought to be from the 1860s-70s. Any thoughts? Just the imagination of the maker?

Runs nicely on 3-5 psi air.
