I am planning on building a basic layout to test my locomotives, etc, is there any reason to add a short 12" section between the two arcs as shown in "B" or would it be better to just let the curves continue?

As far as I know the only time that you need a straight section between two curves is when you have a S curve situation otherwise it's up to you. The continuous curve will give the train a smoother path as there is no abrupt transition from curve to tangent and back again.
I put a straight section in my curves (oval) to help reduce friction with a longer consist. Wouldn't be needed for a lone locomotive.
