I tested the Safety Valve last night as described in the instructions:
Fill boiler with water, Connect the tube, fill syringe with water, give it a squeeze.
I did not get water out of the safety valve but the engine did run across the kitchen table leaving a trail of water behind :)
So I know it will go.

The safety valve is made like the top up valves which can be purchased for Mamod locos and such.

A closed ended pipe with a vertical hole for the steam to escape, the hole is covered by a short length of tubing which should allow the steam to escape if the pressure is great enough.

I took the tubing off and tried the pressure test again, still no water so I determined that the small hole in the steam pipe was blocked.

You can see the hole in the image above.
I poked a small diameter wire through the hole a couple of times and cleared the blockage.
I tried the test again and water shot out of the safety valve.
Success. :)

Tonight I will try to figure out the burner, but I think I'll need to make a trip to buy some Butane first.
