Hi Frank,

The outlet valve should take gas right from the top of the tank to ensure that liquid gas is not transferred... so no tube extension required.

The filler (usually a 'Ronson' type valve) should have an extension tube which projects about 1/3rd of the way down from the top... this will ensure that when the liquid gas level reaches this tube it spurts out... indicating that the tank is fully charged, and also ensures there is sufficient space above the liquid for vaporized gas to accumulate.

Gas tanks should be Hydraulically tested to 400psi... at least they must be now in the UK and must be made from spark free brass or bronze and silver soldered (Silver brazed).
